The plan will be monitored and evaluated using appropriate instruments. First and foremost, the annual action plan will be translated into individual expert work programmes.

The work programme of experts will be monitored regularly according to a defined periodicity. At the end of each year, a status report on the implementation of the annual action plan will be prepared and submitted to the Scientific Council and Board of Directors for consideration and adoption.

In the third year of the implementation of ASPA, a mid-term implementation status report will be prepared and ASPA adjusted if necessary. A final evaluation will be made at the end of the plan. These reports will be submitted to the Scientific Council and Board of Directors for adoption. The AFRISTAT Council of Ministers will be regularly informed of the main outcomes of the implementation of ASPA.

At the end of the plan, an external evaluation may also be conducted for the purpose of a more independent study to highlight weaknesses and slippages and thereafter make recommendations for future AFRISTAT activities. The logical framework of activities and status report will be the basic tools used for this evaluation.

Le programme fera l’objet de suivi et d’évaluation sur la base d’instruments appropriés. Tout d’abord, le plan d’action annuel sera traduit en programmes de travail individuels d’experts.

Le suivi du programme de travail de l’expert se fera régulièrement selon une périodicité appropriée. A la fin de chaque année, un rapport sur l’état d’exécution du plan d’action annuel sera élaboré et soumis au Conseil scientifique et au Comité de direction pour examen et adoption.

Au cours de la troisième année d’exécution du PSTA, un rapport sur l’état d’exécution à mi-parcours devra être élaboré et le PSTA éventuellement ajusté. Une évaluation finale marquera l’achèvement du programme. Ces rapports seront soumis au Conseil scientifique et au Comité de direction pour adoption. Le Conseil des Ministres d’AFRISTAT sera régulièrement informé des principaux résultats de la mise en œuvre du PSTA.

Au terme du programme, une évaluation externe pourra aussi être réalisée dans le but de mener une étude plus indépendante pour relever les insuffisances et dysfonctionnements en vue de formuler des recommandations pour la suite des activités d’AFRISTAT. Le cadre logique des activités et les rapports d’étape seront les principaux outils de base pour réaliser cette évaluation.
